Offline settlement bundle builder

Add offline settlement note artifacts, derive deterministic pulse ordering, then export a single offline-settlement claim bundle (PNG or JSON). Upload that bundle on /ledger and import it to execute claims globally.

Settlement policy: Claim offline only notes bound to your @username. Bound notes preserve claimant authority while you are offline, and binding is enforced when the settlement claim is processed on the ledger. Unbound notes are first-claim instruments and may be claimed by another account before your settlement claim is processed on the ledger.
